Section 46
Punishment for sending workers to countries not opened by the government
: If a licensee sends a worker to a country not opened by the government of Nepal for sending workers for foreign employment, or if he sends a worker to a country with an entry permit from an open country, the licensee who sends such workers shall be fined from three lakh rupees to seven lakh rupees and Imprisonment will be from three years to five years. If the money for sending the workers has been collected but the workers have not been sent, half the punishment will be imposed.
